Dakina
It is rumored that Dakina has been living as a vampire since the American Prohibition, probably around 1929 or so. The daughter of a well-known gangster based in Illinois, she had been kidnapped by criminal rivals and taken to the countryside as a valuable hostage, where she easily escaped to make her way into unknown territory. The story goes that in trying to make her way to the city, she was assaulted by a homeless vampire and thusly transformed.
Without ever being active in her father's illicit activities, she still was aware of how to run a group of subordinates for gain, and she quickly created a way to operate similarly as any well-established gang clan. Consequently, Dakina is seen as a very "modern" vampire ruler, applying current ideas to satisfy her ambitions. She's extremely smart and manipulative... and still remains a big fan of Busby Berkeley musicals.
